When a person feels that their life is in danger from someone, the first thing they usually do is take precautions! …Preemptive measures. If they’re endangered by another person, they go to the Police to report it, in order to “catch” them before they carry out their threat! …To “catch” and destroy whatever “alibi” they might have thought up, in order to carry out the deadly threat with impunity. However, when the danger exceeds the level of an ordinary person —and the police can’t inform and deter them through intimidation and the knowledge of certain punishment— the method is different! That is, when the threat involves a public figure and the suspect is an organization or a state agency, and that figure has the ability to speak publicly, the tactic is different.

In this case, you do two things at once. You rule out all possibilities that could “justify” your death! You even rule yourself out from the list of suspects for that tragic outcome! On one hand, you declare that you have no suicidal tendencies, and on the other, you proceed with a public denunciation of what you perceive as the threat! …Of that which the other will then be forced to invoke as an “alibi”. It becomes a “race” between the potential victim and the perpetrator! The potential perpetrator has lost the advantage of surprise and must “compete” at a disadvantage. This “race” —in the case of the unfortunate Kirk— was won by the threatened party, but ultimately he couldn’t avoid the deadly danger.
